I bought scrapbooking stuff, and I assumed it was to rub on quotes. I tried rubbing it, and scratching, and everything. So it’s definitely NOT what I thought it was.
vellum is the type paper , that is translucent, you simply cut them out, and then use brads or vellum glue to stick them on your paper anywhere you want. you really killed that one didnt you. lol

you cut them or tear them out and attach to your page with brads or similar. Don't glue them or stick them because you will see the adhesive through the vellum (unless you can hide the adhesive under some embellishment.

As the other answerer stated, you cut them out to apply. You can attach them with spray adhesive, which will not show. Make sure you get the spray glue that is archival safe, so it doesn't do any damage.
